UPDATE 2-Argentina publishes decree on debt swap

BUENOS AIRES, April 29 (Reuters) - Argentina's offer to swap up to $20 billion in defaulted bonds moved a step closer to launch on Thursday when the government published a decree with the terms of the exchange in the Official Bulletin.

The publication is a necessary formal step before the offer is made to investors. The offer, which the government detailed on April 15, implies a steep loss on the original value of their bonds.
