She would occupy the place that was left vacant by the current Foreign Minister Hector Timerman. Kelly, a career diplomat and Radical (UCR) militant, rose as high as Vice Minister of Foreign Relations.
Diplomat Elsa Kelly, longtime Radical (UCR) activist, could occupy the Argentine embassy in Washington, according to what came out from sources in the ministry. Thus she would come to cover the post that was left vacant by Hector Timerman, the current Minister of Foreign Relations.
The diplomat has an extensive career that began in 1962, when she entered the Nation's Foreign Service. Then she was promoted until reaching the level of ambassador in 1984.
Kelly was secretary for Foreign Policy during the government of Raul Alfonsin and then was sent to Paris to head the Argentine embassy for UNESCO. This year she was close to Cristina Kirchner acting as a guide to the President at the Summit on Atomic Security held in the United States.
In her long career she held the post of ambassador to UNESCO, in Italy and Austria, Permanent Representative to the International Organizations in Vienna, and governor in the Board of Governors of the International Atomic Energy Agency (IAEA). She was a national Deputy (1992-1995) and Constituent of the City of Buenos Aires (1996).
In the Foreign Ministry she acted as Legal Counsel, Vice Minister of Foreign Relations, Director of Cultural Relations, Member of the Senior Council of Ambassadors, Director-General for Environmental Affairs and, from 2006 to date, Director of National Security, Nuclear and Space Affairs.
